I just pumped that from the station the
other day, 45 gallons of it, why would it
come out clear/clean looking then turn
foggy 10 min later? bad gas? water in it??
The smell is from what I can tell, smells like gas

Could be a red herring. After sitting open for 10 minutes in high humidity,
your gas might be absorbing enough moisture from the air to cloud up. Maybe
try collecting a sample in a closed container and see if it still goes
cloudy. Ask the cat you bought it from if anybody else has complained or try
some of the suspected bad gas in your lawn mower or something. Diesel fuel
has a pretty distinctive smell and would probably have a more profound
effect on your engine than you described.

Looks like rust to me. Have you been getting gas from this location before.
That or they were low and you picked up old gas in the bottom of the tank.

Bottom line - I would get rid of this gas and fuel up somewhere else.

You don't say what kind of boat you have but I assume you don't have a steel
tank that is rusted.

You should take that horse to the veterinarian immediately.

Depends on how much gas was in the tanks before. My 350 Chevy van, was
about 1/3 full when I filled up, engine ran like crap, and smoked white.
Neighbors filled up both their BMW's and they did not make very far. The
Chevy only cost for the drain of the tank and refill, plus a carb rebuild.
The BMW's were about $3k apiece in complete fuel injection rebuilds.

If it mixed with the 1/4 tank of gas you already had.

My suggestion is to rig a temporary external fuel tank and see if it runs
properly with a fresh fuel supply. If switching gas supply fixes the
problem, then pump that stuff out and refill.

Of course, your problem then is what to do with that much bad gas.......
