I have a 1983 35hp Evinrude that starts with one turn of the key and runs
really good.
My problem is when I turn the ignition off the motor won't stop.
I have replaced the ignition switch and the starter solenoid but it still
won't stop when I turn the key off.
Is it possible it could be the CDI unit? Is there a way to test it?

Not sure what to do or where to look. Any help would be appreciated.

This is my interpretation of the diagram, I cannot be responsible
for for bad info given in good faith. Disconnect battery before
testing.

A quick look at the wiring diagram indicates that you have 2 teminals
on your ignition switch labelled "M". In the OFF position, these 2
contacts are bridged. Attached to one is a black & yellow wire that
goes into your power pack CD module. On the other "M" teminal is a
black wire that goes all the way back to a GROUND, attached to the
mounting bolt in your #2 ignition coil. I suspect that this wire is
not attached or has a bad ground, preventing your CD from shorting to
ground when the key is turned off.

Using a meter, verify black wire has good path to ground.
Verify that "M" & "M" are closed in the off position.
Verify that Black and yellow/black wires are connected to the M's.

Outboard ignition switches have to be grounded. AT off position the ign
wire from the motor is grounded. In START and RUN the ign wire is OPEN (not
grounded). This differs from most CAR ignition systems where power is
applied to IGN to run and a disconnect =off

If the IGN wire is not connected to the switch or you have an automotive ign
switch or your ign switch is not grounded it won't turn off the engine.

Most often in outboards the engine won't start or it intermittently shuts
off because of leakage to ground from a bad switch (SALT + WATER = bad
switch).
