It is all hydraulic. The tilt pin only limits the downward travel if it is installed or retained at all. The latching mechanism, present on the outboard, is disabled when the power trim & tilt unit is installed - all the parts are there and intact, it is just blocked from being used, into the "Release" position, with the trim brackets installed. Look at the motor mount, down near the bottom of the transom. You will see a series of holes through the mounting bracket. Through one pair of these holes there should be a rod, perhaps 3/8" diameter. The hole you select for this rod establishes the full down trim position. I am not sure that I am seeing the rod in the picture, which might be your problem. On the motor, about 6 inches or so below where the lifting cylinder attaches, there should be a hook that is supposed to engage that rod. If you shift the motor in/out of reverse you should be able to see that hook flip up. Possible reasons it doesn't work: 1) The rod that the hook is supposed to catch is missing. No. 2) the hook is jammed. No. 3) the shift mechanism has gotten sloppy and it doesn't move enough. No. I am sure that once you see the motion of the hook it will be obvious what is wrong. My guess would be that the pressure relief valve screw has been backed out, or the needle/seat is worn and letting oil through. This is the screw on the pump body that you would use to raise the engine if you lose the pump motor or electric power and need to rasie the engine for trailering or beaching. Check this out first...
