No way. 15hp from a 2-stroke will have a heck of a time getting 400lbs up
on plane. You'd have to have one person in the front and the other leaning forward. I've got a 9.5ft Nautica RIB with a 15hp Merc and getting on plane with 400lb is tough. However once it's up, then it will fly, and the second person can even sit in the back with me.
