That is regulatory authority. Where does it say they have to build all the
levees. Here in the Sacramento River Delta, there are taxation districts
for levee construction and maintenance. And the Sac is a very navigable
waterway.

I thought the question was "Is the Corp of Engineers responsible for all
levees along the Mississippi."

The only thing I can see in your answer that might apply to that question is
that the C of E is responsible for "all water impoundments". My understand
of "water impoundments" is that a levee might be considered a "water
impoundment" if it is used as a dam (i.e. to preserve or create a wetland)
but would not be considered a "water impoundment" if it was used to prevent
the river from overflowing it's banks.

So I still have not figured out if the C of E is responsible for all levees
along the Mississippi, including the levees around NO.
