Default silly string gel coat?

I've got a relatively new Kenner that instead of carpetting has the
inner surface covered by something that looks like maybe gelcoat that
has been sprayed over by something like this party silly string. it
has the effect of masking construction blemishes and providing a nice
rough surface even when wet.

Does anyone know how or what this surface really is? Is it molded into
the gelcoat or is it sprayed in/on somehow.

I'm thinking of making some additions inside the boat and I'd like to
be able to duplicate this surface.
