It is not illegal for a Cuban to leave their country unless they are in the
military or medical field. They must do their service time first. It is,
however, very expensive for an airplane ticket out of Cuba for a lot of the
people. There are some Cubans that do travel, for vacations, to Costa
Rica, Peru, Spain and even to Canada. A lot of these travelers have had
some money sent to them by their friends or family. My brother met a Cuban
university professor who has travelled to Canada for a vacation. His flight
was paid for by a university here in Canada. Also there are many of the
sales managers, for the Cuban resorts, come to Canada to give sales pitches
to Travel Agents in this country. Their flights are paid for by the Cuban
Government and the resorts

You have highlighted the problem very well. You can control people on an
island by making it very costly to leave that island.

In the same vein, here's some twisted policy for you: Puerto Ricans can go
to Cuba legally. And, you or I can (with a wink and a nod) get to Cuba
through Puerto Rico. The PR authorities don't care, and Cuba is more than
happy to receive our dollars. According to one Puerto Rican lady I know,
bringing an extra suitcase filled with toilet paper will make you lots of
new friends in Cuba.

Doug, I go to Cuba for my winter vacations and I have been doing this for
years. The boating there is spectacular! The fishing is out of this
world! My government has no problem with my travels to Cuba. The Cubans
welcome me every trip there. It is the government of the USA that does not
permit me to take my boat there if I leave from a US port. My boat is a
Canadian Registered Vessel. I am a Canadian Citizen. This year I will
leave from Grand Cayman on my annual vacation.
It's too bad that your government is so backwards in it's foreign policy.
You would love a trip to Cuba.
