Advise on fixing a bad repair?

I recently bought an old Sunfish. The previous owner attempted to fix a hole in the hull with what appears to be epoxy fibreglass -- anyway, the patch didn't adhere to the hull material and must be removed and re-patched.

does anyone have any advise regarding how to tackle this problem?
