Well, we tried the vinegar trick... let the motor run for a long time
(15-20 mins) in a big bucket of vinegar.

No change. Engine still runs fine at mid throttle, but doesn't seem
to cool at low rpms.

Impeller is fine... Any other ideas?

cooling too well. We think there is some salt buildup in the cooling
system. Our next move will be to run the motor in a bucket of
vinegar.

You still have a water pump problem. Both of my Hondas stream at all
speeds (except when the old one had trashed an impellor). The fact that
you it streams above idle, but not at idle is a faithful indication of a
water pump problem.

Steam out of that port (or anywhere actually) is a bad sign.

If it stalled after a long time hot, it may well have been done some
damage. If the paint burned off anyplace - it is most likely damaged.

As another stated, if you -ever- ran the engine out of the water, the
pump is fried. The pump housing may also be damaged. At least you
better get the lower unit off and check the pump again.
