Default Fuel Pump relay

Mercruiser, 5.0. 1988
fuel pump doesn't go on when the key is turned on. I shorted the terminals on the starter selonoid from the fuel pump to the main hot(red) and the fuel pump worked, the engine started with the key, but then engine would not turn off. recently changed the oil, water seperator etc. could this be a bad relay? or possible selonoid on the starter?
