Default rich mixture

on my 454 mercruiser I have change carburetor and I get very rich mixture
and my plugs are fouling black powdery haw to make it more lean

Install the correct carb or rejet the incorrect carb.

fuel pressure too high
igniton problems
wrong carb

Did you read the original post? The guy replaced the carb with new. Very
doubtful the carb was the problem in the first place. Guy probably wasted
his time and $$$ by replacing the carb, right?

Yes I read the post about new carb. And I have had stuck float in a newly
rebuilt carb, and the new carb could be jetted for a different engine. The
choke could be stuck or adjusted partially closed.

Put a clamp on the fuel line. That is how Ive leaned out boat engines
for years.
