Lake Mead: What size boat for fishing?

How large of a boat is needed for fishing Lake Mead? I've been
eye-balling 16-18ft outboards but was told that I "needed" at least a
21 footer because of the rough winds. (I think someone may have
needed a larger commission. . .) Just want to throw a line in on nice
calm days, and I don't mind sticking to calmer areas of the lake. . .
