I was down as my marina today checking on the boat (the usual,
plugged/frozen drains, vents, etc.) and I stopped to talk to the
fellow who makes custom rods. There was a guy there picking up his
custom made flyrods and we started chatting and he mentioned that he
was a "guide". I replied that I was thinking about taking the "Six
Pack" course for my own amusement and he said that he wasn't a Captain
- just a guide. (I have no interest in the charter business - the
course would be something to fill time over the winter).

It piqued my curiosity how he got around the requirement to have a
license and according to him, he doesn't need a license to take a
customer on his boat because the customer is hiring him and not the
boat. His reasoning is that the boat is merely the method to get
where they are going - he doesn't need a special license to take his
truck to a remote stream or lake, so why would he need one for his
boat?

So, the question is - is it necessary to have a "Six Pack" to take a
person on a fishing trip?

As far as I know, and I just did a quick search of the NE states,
there isn't a specific "guides" license.

All the West coast states require a guide license. You have to have
insurance, CPR training, and keep a log of catches.

professionally. In particular the log thing.

Yes. they use the logs on all the party/head boats and guides as part of the
fisheries management input.
