Uh, where do you plan to "drill a hole"?

Use a bilge pump instead, then watch carefully to see whether you can
detect where the water leaks in. (Could be rain water, depending how
the boat is stored).
Once that has been determined, you will want to undertake repairs.

Your 14 boat almost certainly isn't an inboard, so you should ideally
have zero water in the bilge.
