Default Throttle frozen on old Gamefisher 3 HP outboard

We've had this motor for years and love it mainly because this
aircooled engine is so light and perfect for any of our small boats.
Motor has been sitting for over a year and we just tried to start it
and found that the throttle was frozen. (Can't move the handle).
Really appreciate any suggestions on how to go about repairing it.
We're not exactly mechanically inclined but we're willing to give it a
try as I doubt any outboard repair place would think it worth their
while and if they did, it would probably cost more than the motor is
worth.

Bring it inside where it's warm to thaw it out.

Check the butterfly shaft on the carb.
These will "freeze up".

While you're at it, the carb really needs to be dis-assembled
and cleaned if it's been sitting for a while.
