Not in my corner of the world. I live in a major seaport/naval base and
sometimes turn on my handheld and scan 5 or 6 channels just to see what's
going on. 95% of the time it's very professional and quiet time occurs

least 70 % of the time.
We also have a Coast Guard base here so this might encourage the locals
to
behave.

Wrong again! Back in the '90s amalgamation was forced upon the cities of
Halifax & Dartmouth, the town of Bedford and the remaining areas of Halifax
County by the province. It is now one 'big' city. Or 'Super City' as the
provincal idiots liked to call it.
