But he's already, today, flip-flopped, and said that he COULD win the
war. So, first he could, then he couldn't now he can again.

I'd love to see what Rove did to the writer who penned the first speech. Or,
maybe it was Bush himself, in which case, "crayoned" would be the right
word.
