Default floatation?

Has anyone calculated the amount of floatation in empty liquor bottles?
Surely a few empties tossed into the bottom of the boat with the PFD would
provide quite a bit of floatation in the event of a swamping or capsize? I
ask because the alcohol in beverages provides such a concentrated source
of food energy. It's been a part of the boater's diet for as long as there
have been boats and alcohol. I wonder why it isn't in the controlling
bureaucrat's list of manditory safety items.
