It's a NG that is often overrun by trolls and flamewars. Many times, people have said, "We need a new, moderated newsgroup!" So we dutifully post the information on new group creation and about moderation. No one has ever stepped forward to begin that process. That's understandable, given that it is a process that takes some time and is less than trivial. But the information is at that URL, for anyone who'd like to check it out.
