Neighbour down the street goes down there from mid January and gets back mid April. I doubt he'd have enough room in his small Volvo SUV... even if I had contact information. A 5 hp 4 stroke probably weight close to 100 lbs and depending on how big the inflatable is..you could add at least another 100 lbs for the boat.

COD stands for carrier onboard delivery. Typically it deliverd
mail, movies, emergency supplies, and ocasionally a
passenger.

The question should have been...why would I want to shoot at SW Asians
for any reason, since they represented no threat to the United States or
its allies, well, except maybe to the totally corrupt South Vietnamese
