Wow. I'm guessing the transport ships flood ballast tanks so they sink, the damaged ship float into the "dry dock" area, they build the structure to hold them underwater, they pump the ballast tanks to lift them?

Whatever the exact procedure, that's quite an engineering exercise. Very cool.

Hardly.

How many U.S. Navy ships do you think are underway simultaneously?
Far more than you probably realize. For example, last month
seven of our 11 carrier battle groups were underway, each of which
consists of many ships in addition to the carrier. There are also
many smaller ships conducting independent patrols. Collisions are
always a risk, especially when operating in close proximity to other
ships but the collision that have occurred are hardly a "trademark" of
the Navy.

The collisions have underscored a lack of funding to re-instate the
level of training provided in the past. It is being corrected.
