What registry? When you purchase a firearm from an FFL in Maryland does he record the purchase with your name, permit or license number, gun model or type and serial number? They sure do in Virginia. Isn't that a "registry" of sorts? I think in some states the FFL is required to maintain purchase records for some number of years. Those records, identifying the purchaser, the gun model and serial number would be available to LEOs if required. I believe that my state electronically records purchase records into a state data base. This applies to both FFL and private sales. BATF requires that the dealers keep the records until they go out of business and then they get sent to BATF. It is a fairly leaky process tho and until fairly recently BATF had no easy way of looking at those records. They are supposed to be computerizing this but it still might be years before all the old records get into the system ... if they can still be located and read. There is also a law that requires that instant check records be destroyed after a short time but it is the government. I doubt any record is destroyed before someone makes a copy. Guns sold before GCA 68 got implemented universally are even less well documented and there may not be any documentation of what happened to any gun since the original sale. |
