They had the same problem we have had in all of our middle east
misadventures. Nobody really defines what a win would entail.
We took Baghdad and hanged the dictator but we didn't win the war. A
decade later, we still haven't.
That is the way it is when you get involved in civil wars with 3d
world cultures.
