Every dictionary I checked does not define a racist in that way.

Are your dictionaries telling you a racist is NOT someone who
discriminates against or hates others because of their race? Are you
going down the "racial superiority" route for your definition? That's
the staid old dictionary definition...racial superiority, but that just
masks the hate and discrimination of racists. Claiming
