Well, if the cop's bad, the union will try to protect him so he can do
it again. It also sounds like the good folks in Staten Island are a

I suspect that he'll receive some departmental punishment for
violation of the no choke holds rule. He might even be terminated.
Garner *was* resisting arrest however which justifies some use of
force.

It appears that way. You have to listen to the audio portion of the
video carefully to hear his comments to the police. Also, the version
of the video being widely shown by the media is a short version that
starts with the take down. There's a longer version that shows the
moments that led up to the take down where Garner was giving the much
smaller cop a bunch of crap.

Bottom line: If you are stopped or detained by the police ... cooperate
with them.
