I think local or state government can "request" that businesses close or release early but they can't force it without declaring a state of emergency. Last time I can recall businesses being forced to close up here was in the blizzard of '78 when Michael Dukakis (then governor) declared a state of emergency and banned any civilian auto travel for almost a week. |
