Up here you could avoid registering your vessel by keeping the motor under 10 hp.
Wonder how a 9.9 would push that around?
I suppose with the proper gearing and big propeller, you could get
around at a modest hull speed.

If you have the 10HP exemption a 9,9 would be overkill on that boat
My bet is he has a big trolling motor in it but you need numbers here
for a trolling motor on a canoe. (any motorized vessel)

We have more that our share of that here in Florida.

If I were stopped I'd tell the cop it was pedal powered, and have a
small set somewhere down under just in case he wanted to crawl in and
take a look. It wouldn't take much of an electric motor to get it
moving.
