Default Fender slime/goo

I just (sigh) pulled my boat for the season. In doing so,
I noticed that some of my fenders and my anchor ball are covered
with a very sticky goo...NOTE this is not the green/brown slime that typically
washes off with a a brush and some form of acid ( eg "ON and OFF" ).
but it is as if the fenders are slowly melting. Has anyone else had this
type of problem? My boat is kept in the Merrimack River in northern Mass.
It is not as if the river is as toxic as it used to be.
