Starting in 1994 with the election of Mayor Rudy Giuliani, NYC adopted a tough minded policing strategy where laws already on the books were vigorously enforced, and new management strategies were employed to ensure that the police were deployed when and where they were most needed. It sounds simple and obvious but for years NYPD officers had looked the other way while petty crime was running rampant. Mayor Giuliani correctly observed that for the most part, petty crimes and serious crimes were being committed by the same people. |
