Default Required radio qualifications

Hello,

I am trying to make some studies comparing the yacht-sport sector and
especially the radio sector in different countries and I am looking
for information about the kind of qualification you need when you want
to use radio in the maritime-sportive sector.

Which certificates does exist (e.g. professional certificates like ROC
or GOC)? Are there corresponded certificates for sport shipment?

Which is the authority were to apply to this certificates?

Are there any needs to make these certifications (like e.g. certain
certificates to handle boats starting from a certain size)?

I do appreciate any kind of information or link.
