There have been ghettos for a long time. Jews in Europe were in Jewish
ghettos. Here we did not have the extreme poverty level ghettos until the
civil rights act of 1964. Had lots of great items, but paying more per
unwed mother per child was not one of the high points. The blacks were
poorer than whites, but they overall had jobs. Most of the blacks in
Detroit, DC, and other large cities jobs now are collecting welfare. And
have a huge school dropout rate. 6x-7x middle class kids. Chicago has
something like a 74% drop out rate for male blacks. How are they going to
even get a job at McDonalds with that background?

It is not the number that is in question here, it is the
concentration.
When you pack that many desperate people in a small area, nothing good
can come of it. The lawless prey on the ones who are just trying to
get by, the school;s are **** so getting out is tough and they are
surrounded by some of the highest cost of living areas in the world so
there is no moving a few miles away. They can't ever afford it.
Unfortunately if they move anywhere different major parts of their
assistance is cut off so it is a trap.
If the money followed the person instead of being doled out of a
trough in the inner city, you might see a lot more dispersal.

In that regard, the way we run the war on poverty is racist.
Congressmen out in flyover country don't want "those people" so they
use the war on poverty money to pay them to move to the big city.

It still would make a lot more sense to get back to "welfare to work"
programs (a Clinton idea). Unfortunately any job most of these people
could do, is being done by an immigrant for less than the welfare pays
and not a living wage within several hundred miles of the ghetto they
live in.

When I was little, the ghettos were not strictly black and hispanic...
