I'm not sure what you mean by better. SIG and CZ both make fine quality firearms. They have significant design differences. For one thing, I think the CZ slide/frame mating is tighter than the slide/frame mating on a SIG but I am not sure that impacts accuracy in any measurable way. SIG makes some fancier models, but I am not sure they shoot better than their plainer models or the corresponding CZ offerings. Maybe if you qualified your "better" question it would make the response easier. I will say I see a lot more CZs in competition than SIGs. I am going to buy a CZ 97B in .45 ACP soon and use it as my carry defense pistol if I can.
