You must not have ever been to Europe, or only for a short vacation, as you seem to be lacking in experience. Debit cards are not normally preloaded, but credit cards than can be used as debit are. Exactly what I said... we call them debit cards here, and they are by nature preloaded because they only work if you "load" your account with money first.... The guy is a dope...
