The Constitution requires the militia to be "well-regulated." In the
absence of regulation there is no legal Constitutional rationale for
firearms to be in the hands of individuals.

OK, so there is NO constitutional right empowering citizens to arm
themselves, correct?

"...the right of the people to keep and bear arms."

It doesn't say the right of the militia to keep and bear arms, they are
already an organized government entity.

"...or the right of the people peaceably to assemble, and to petition
the Government for a redress of grievances."

There are similarities to the two phrases.
