Plenty of Americans don't drive.
Plenty of living Americans were born at home and don't have a birth
certificate.
Plenty of Americans are tee-totalers.
That's laughable anyway, since nobody over 30 or so has to show ID to
buy spirits.
I don't think these new laws will matter much.
