Licensing is somewhat in place. A boater safety course and certification is
required after conviction of either a criminal violation (accident with over $500 property damage and or injuries/death) or conviction of two safety violations. FWIW All past attempts to require liability insurance or to tighten up the boater licensing laws is strongly opposed by the marine industries association.
