He did up until the latest President of the USA. Well actually neither gave
us the highest debt. Was Congress that did it to us. the Executive Branch
can not spend any money that Congress does not allocate. Plus Congress
still has Base Line budgeting. 13% increase is a non increasing budget.
Plus Congress got a court ruling that the Executive Branch has to spend
every dollar allocated. Used to be the Executive Branch could keep excess
spending under control by just not spending the money. Congress did not
like that.
