What Mrs. Clinton said was that she was retiring after her current term
as secretary of state expires.

That's not quitting, nor is it "notice" of quitting. You apparently are
not aware of how such things work in the lower 48. Cabinet officials
serve at the pleasure of the president and all their jobs expire at the
end of his or her term of office. The job is over.

To serve again, a cabinet officer has to be re-nominated by the
president and then re-confirmed. Since Mrs. Clinton has indicated she
wants to retire at the end of her current term, it is unlikely President
Obama will re-nominate her.

That's how it is in the real world, which seems a dimension away from
where you live.

Only in for 4 year term, pretty early to retire. Secreary of sate often
gets renewed for 2 or 3 terms. 2 being typical.

It's easy enough to look up the entire list of U.S. secretaries of state
and how long they held their jobs. Perhaps it is different in your
country. As stated, you are misinformed and uninformed, especially as it
pertains to "how things are" in the U.S. Mrs. Clinton's announced
retirement, I am confident, has nothing to do with the dictator of Libya.
