It starts that way. Income tax only hit the top 4% the year it was
introduced. Now you can't take a crap without paying some taxes somewhere.

First step is get it in. Next step is to lower the threshold which is
considered easier.

Just like the tax tables, once 4% paid, now 98% pay a lot more.
