For any consideration to exchange for purchase there must be some
fiduciary relationship of trust. From what you've demonstrated in your
post, I don't 'feel' a sale could be made.

He has a boat trailer WITHOUT a title, too, if you are interested.

Makes you wonder, if the thing won't bring $375 locally, what is it going to
cost to ship?

He also boats in a 20' Bayliner Trophy. Now, that says something, right
