So, why is there a need for a new AZ law? It doesn't do anything for border
security.

Perhaps political posturing had something to do with it? The state of
Arizona really can't do much about the immigration issue, but they can
try to look like they are. They have certainly raised awareness if
nothing else, and it will probably embarass the feds into doing more.
