Phoenix-like, is now rising again, with lots of revitalization downtown,
and in the near suburbs. I expect the public schools, which also fell
into decline, will recover, too.

Before, during and after I attended the public schools, New Haven's
schools were considered the best in the state. If memory serves, the
decline coincided with the Reagan Administration. I don't know that
there was a connection.

Too many dropouts who joined the navy and then returned to get GEDs?

I have no idea what caused the decline; I don't keep up with the status
