What about the foam filling from the cushions? Would that qualify as
"litter"? What about synthetic thread, which is probably similar to 6 lb monofilament, which birds get tangled in? Jeeeez....somebody shoot this monkey. |

You would need both US EPA and US COE permits. I promise you that either

Yea, just be sure to radio the coastguard with the location when you get out
