Americans or someone else. Really stupid though.

I agree. Someone should re-pack that rice in small baggies...maybe enough
for a days rations in each.
This would only work if the truck was there everyday passing out the small
rations.

You are right, but about the food/money. Clinton and Bush specifically
addressed that and asked us to send money and let the orgs in Haiti on
the ground spend it the way they know will work best..
