It was last held by three different Democrats from January 3, 1979
through January 3, 1993.

Oh wait - San Francisco - that explains everything.

Yeah, but... the *area* hasn't elected a Democrat since sometime in the
1800s. The 23 District moves around. At one time it was part of
Manhattan.

I used to be in Maryland's 8th Congressional district. But, the
Democrats in Maryland wanted to get Chris Van Hollen elected to Congress
so the redistricted Connie Morella out and my area got put into the 4th
Congressional district. We didn't move, we just got redistricted from a
majority Republican district to a majority Democrat district.
Gerrymandering of Congressional districts is State House sport that
occurs every 10 years. Elections do matter.
