It is possible Harry was out of position. There is a definite protocol when several people are hunting a field about where everyone is walking or standing. When you are swinging on a bird there is supposed to be a safe zone around every shooter. Clinton had the advantage of a Republican congress that wanted a balanced budget, the biggest tax increase in a generation and a booming economy that we now know was mostly an illusion.
