According to Jack's information, the local governments failed to do so in an timely and sagacious manner. *In other words, a case can be made that for the Bush administration, it was damned if you do and damned if you don't - if you comprehended what Jack wrote. -- this went on for months. and no local govt can handle a hurricane. |
