The congressional Republicans aren't interested in any sort of health care reform that benefits consumers. Tort reform and buying health care insurance across state lines are just the tip of the Republican iceberg. But, this ****es off the Democrats biggest donor community, the ambulance chasing lawyers. Tort reform has been going on for a long time. Look it up. Buying HC insurance is fine, but as you said, just a tip, and won't do much for costs.
