Because:


1) It would accomplish nothing.


2) Booze lobbyists would never let it happen.

Really, taxing to death does work for behavior modification.. When the
price of fuel went up, people stopped driving. They have taxed the
crap out of tobacco and many newer cars we were looking at before the
health issue don't even come stock with ashtrays or cigar lighters..
