Not at all. That's why I emphasized "bit." But it certainly is normal
for a quid pro quo in connection with a political appointment. Most of
them are not in the forms Blago wanted, but I assure you, if you get a
political appointment, someday, and that day may never come, you may be
asked to perform a service.
